To the director of racing:

Owner's registration and claiming authorization papers must be on file in the office of the director of racing. All stall applications must be signed by the trainer.

To the Indiana Horse Racing Commission:

Completed license application forms must be obtained by all owners, trainers, drivers, and all employees working on the track grounds. These forms may be obtained in advance from the IHRC office. All Standardbred owners, trainers, drivers, and officials must be licensed by both the United States Trotting Association and the Indiana Horse Racing Commission. Thoroughbred owners, jockeys, trainers, personnel, and officials must be licensed by the Indiana Horse Racing Commission.
